Landscaping in Quogue follows the Village of Quogue Code, not the Town of Southampton's hamlet rules. Quogue became an incorporated village within the Town in 1928, and its Building, Code Enforcement and Fire Marshal office at 121 Jessup Avenue keeps in-person hours from 9 a.m. to 1 p.m. on weekdays; Village Hall is at 7 Village Lane. The Suffolk County Hazard Mitigation Plan describes a village of about 5 square miles, almost fully developed, with the Atlantic Ocean as its southern boundary and Quantuck and Shinnecock Bays, creeks and the Quogue canal as its local waters. Suffolk County's fertilizer law and New York State's pool code apply here as they do across the Town.

Of the places we cover, Quogue has the highest seasonal share in the latest Census estimates. The ACS 2020-2024 puts 1,144 of the village's 1,457 housing units, 78.5%, in seasonal, recreational or occasional use; the 2020 Census count was 831 of 1,613, or 51.5%. The Quogue Historic District, established with over 250 contributing structures, reflects an early farming community that became a mostly seasonal one in the nineteenth century. Quogue's crew hours, fence limits and wet coastal ground

Quogue's landscaping hours depend on who runs the equipment. Under Village Code section 111-4O, anyone other than a homeowner working on their own property may not use engine- or motor-powered lawn-care equipment, leaf blowers, lawn mowers or trimmers on a Sunday or holiday, or outside 7:00 a.m. to 6:00 p.m. Monday through Friday and 7:00 a.m. to 4:00 p.m. on Saturday. Homeowners on their own property may run power equipment from 7:00 a.m. to 7:00 p.m. on any day. Gas leaf blowers carry tighter limits: none on any Sunday or holiday or on any Saturday from May 15 to October 15, and otherwise only from 8:00 a.m. to 5:00 p.m. on weekdays and 8:00 a.m. to 4:00 p.m. on Saturdays. Since May 15, 2022, any gas blower used from May 15 to October 15 must be rated at no more than 65 dB(A), carry a sticker saying so and run at that level.

We plan Quogue visits inside those windows. Mowing and bed work start no earlier than 7:00 a.m., Saturday crews leave by 4:00 p.m., and from May 15 to October 15 Saturday leaf and clipping cleanup uses battery-electric blowers and hand tools, because gas blowers are barred that day. We hold hardscape to the construction hours in section 111-4J: 7:00 a.m. to 6:00 p.m. on weekdays and on Saturdays outside July and August, and 7:00 a.m. to 4:00 p.m. on Saturdays in July and August. Fences are lower here than in the Town's hamlets. Village Code section 196-22 holds a fence or wall in a front, side or rear yard of a residential lot to four feet, and a fence of that height in a required yard must leave at least 40% of its area open to view; a wall no taller than two feet is exempt from the visibility rule. The Building Inspector may approve a deer fence up to eight feet. Driveway gates may reach six feet and gateposts eight feet, decorative trim and lighting included. The same article requires a building permit (section 196-23) and turns the finished side toward the adjoining property (section 196-24). The Town of Southampton, by contrast, allows six feet in side and rear yards. The state code's pool barrier must be at least 48 inches high, which meets Quogue's four-foot limit exactly, so we confirm the barrier detail with the Building Inspector before posts go in.

Deer shape the plant list as much as the fence does. Rutgers' deer-resistance ratings say no plant is deer proof; they rate American holly, bayberry, common boxwood and pitch pine A, rarely damaged by deer browse, and privet and inkberry B, while hydrangeas rate C and American arborvitae D, frequently severely damaged. Rutgers advises that C and D plants go in only with protection such as fencing or repellents. Cornell Cooperative Extension's deer guidance prefers a woven-wire fence at least eight feet high that fully encloses the plants it protects, the same height Quogue's Building Inspector may approve. The ground changes across the village. The County plan reports poor drainage in several areas, which it says may be partly due to a high water table, and ocean erosion at the Village's public beach, two private beach clubs and multiple single-family homes. Privet does not perform well in poorly drained ground, according to Cornell Cooperative Extension of Nassau County, so we test drainage before we lay out a privet hedge line on a low lot. The Quogue Wildlife Refuge, a 305-acre preserve founded in 1934, keeps forest, ponds and the ecologically rare dwarf pines of the Pine Barrens. Pitch pine, bayberry, beach plum and inkberry all appear on Cornell's list of salt-spray tolerant plants for eastern Long Island, and we lean on them for lots near the bays and the ocean.

What hours can landscapers work in Quogue?

Contractors may run powered lawn-care equipment, mowers, trimmers and blowers from 7:00 a.m. to 6:00 p.m. Monday through Friday and 7:00 a.m. to 4:00 p.m. on Saturday, and never on Sundays or holidays, under Village Code section 111-4O. Does the Town of Southampton's leaf blower ban apply in Quogue?

No. The Town's ban on gas leaf blowers from May 20 through September 20 (Town Code section 235-2B) covers the unincorporated portions of the Town, and Quogue is an incorporated village with its own code. Quogue's rule is the one we follow here: no gas blowers on Sundays, holidays or any Saturday from May 15 to October 15, weekday use only from 8:00 a.m. to 5:00 p.m., and a rating of no more than 65 dB(A) for any gas blower used from May 15 to October 15.

Can I put up a deer fence in Quogue?
